Harbor Brook and Flood Control
Given the history of frequent flooding in downtown Meriden, flood control of Harbor Brook and its tributaries is critical. A comprehensive report and plans were prepared for the City of Meriden Flood Control Implementation Agency in April 2000. The report suggested several options.

The Flood Control Implementation Agency has adopted as the preferred solution through the City Center an open channel with a floodway and berming, along with ponding (storage) areas in a park-like setting.

Building on their work, the Master Plan routes Harbor Brook through the City Center using both open channel and, where necessary, box culvert configurations. Although at this stage the configuration is conceptual only, it has the benefit of preserving the maximum amount of land for development while incorporating uses that provide amenities in the City Center.

Utilities
The preliminary information developed for this report indicates that existing utilities will support the development proposed in the Master Plan.

Conclusion
Based on the preliminary analysis performed as part of this study and summarized above, the redevelopment proposed in the Meriden City Center Initiative Master Plan is technically feasible, and highly desirable.
